The Town of Carmel is seeking to hire a full-time Engineering Projects Manager. This is technical public works civil/environmental engineering of intermediate scope, involving coordination of operation of multiple sewer and water districts. Work may be performed in the field or office as required. Responsibilities also include the preparation, maintenance, and interpretation of geographic database, as well as other special projects and programs, as assigned. Work is performed under the general supervision of the Town Engineer.
Job duties include the following:
• Independently performs basic design and computation of engineering projects.
• Assists with planning for proposed identifying changes in project scope, and preparing reports of planned and completed work, which includes estimates, methods and techniques as applied to the applications, design, construction, maintenance, and repairs of public works (such as water mains, sanitary sewers, storm drains, etc.).
• Uses GIS software to modernize asset & Geodatabase management including water and sewer utilities, storm-water inspections, and inspections documentation.
• Assists in the preparation of Requests For Professional Services.
• Conducts compliance inspections of stormwater and other water drainage structures and/or facilities.
• Work with higher level engineering staff on a variety of engineering and technical problems.
• Review and comment on applications to the Planning, Zoning , Environmental Boards along with integrated plot plans.
• Inspects construction sites per MS4 requirements.
• Provides technical assistance for Town water and sewer district operations.
• Provides technical assistance to Town boards and departments, as needed.
• Delegates work to and provides supervision of technical and clerical staff.
• Responds to inquiries and complaints from Town residents, as necessary
MINIMUM QUALIFICATIONS:
Either:
A. Bachelor’s degree in engineering which included at least fifteen (15) semester hours of civil engineering or related courses and two (2) years of work experience in the field of engineering which must have involved working with water and sewer systems, planning, GIS databases or stormwater; OR
B. A minimum of sixty (60) semester hours of civil engineering or related courses and four (4) years of work experience in the field of engineering which must have involved working with water and sewer systems, planning, GIS databases or stormwater; OR
C. Engineering in Training Certificate and a bachelor’s degree in engineering and four (4) years of work experience in the field of engineering which must have involved working with water and sewer systems, planning, GIS databases or stormwater; OR
D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.
PLEASE NOTE: The degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SUBSTITUTION NOTE: A master’s degree in engineering may be substituted for two (2) years of experience.
Compensation and Benefits: This position is covered by the CSEA union agreement. The starting salary is $85,000 – $113,345.94 (Based on experience level). The benefits are outlined in the CSEA union agreement and include health insurance, paid leave, and participation in the New York State and Local Retirement System.
Civil Service Requirements: This is a Civil Service Competitive Class position. The employee would be hired on a provisional basis and would be required to pass and be reachable for appointment on the resulting eligible list.
